Action (B) wil increase the radiation dose to a person.
Passengers in high flying planes are subject to radiation dose from cosmic radiation. Since cosmic rays come from outside the earth, the higher the altitude, the more intense is the radiation.
Action (A) would not bring any dose to persons. Sterilization by gamma rays only kills the germs on the food. Gamma rays are pure energy (they are electromagnetic waves in nature). There is nothing deposited onto the food, thus food sterilized by gamma rays will not be contaiminated.
