一般來說，我們平時說話、寫文章都不會這樣寫的。

所以你不用理會這些文法，

因為報章要排版，內容不可太長，

所以只把重要的字詞抽出 -- 變成

有沒有留意到整句句子是不完整的？ ^^:

就算subject一樣都是需要加「be」的

three others were seized 才是對的文法

相信你那句是在報章或什麼找出來的吧！

不要理會報章非正規的文法。

Both are phrase or clause with are or is.
Proper sentence needs a verb.
