Yes, it is a passive voice sentence.No need to repeat "were" for three others were seized.
The "were" is already used in the beginning of the sentence - were killed.

我覺得應該加, 因為前後subject唔同.
Ｂｙ ｔｈｅ ｗａｙ， 就算前後ｓｕｂｊｅｃｔ一樣， 加左都唔係錯。
