You should have to show evidence of passing a safety training course before you carry... Either openly or concealed.
You should have to go back every few years and show evidence of proficiency with the weapon and your ability to remember the basic safety guidelines for having a firearm.
The reason people shoot each other on accident and kids put a bullet in the brain of their friend is that people do not treat guns with the respect with which they need to be treated.

I grew up in a home FULL of guns… There was a loaded handgun in my mother’s night stand.
But I was trained from birth to NEVER EVER EVER touch a gun without mommy and daddy there… We never had an accident because we treated it with the respect that it disserves, just like how I never stuck my hand on the stove!
