2x+3y=1 ; first, subtract 2x from both sides
3y = 1-2x ; now write it like we are used to seeing
3y = -2x + 1 ; now divide both sides by 3
y = (-2x +1)/3 ; finally, place this into the slope intercept form

y = -2/3x + 1/3
