They are ALMOST completely identical, but keep in mind that DNA replication in humans produces about 1 error per billion base pairs, so the first replication of the fertilized egg will probably contain on average 3 mutations. Furthermore, each generation of somatic cells is subject to a similar mutation rate, so that if you take one cell from the same tissue of each twin and sequence the DNA, there are perhaps hundreds of differences. However, hundreds of differences is pretty much nothing compared to the 3-billion-odd base pairs in the entire human genome, especially considering that most of these differences will occur in non-coding segments of DNA.

Identical twins are one fertilized egg that splits. So, they have the same DNA. Male identical twins will be exact replicas. Female identical twins can differ slightly. This is a result of receiving two x chromosomes, one from the mother and one from the father. During embryo development, one of the xs in each cell becomes inactive. Then as the baby develops, the cells replicate. One female twin can favor the X from the mother, while the other could favor the X from the father. They will still look identical, but there may be slight differences.

I'm not sure, but most twins have different personalities and look ever so slightly different, so I'd guess no.
