What is the point of a chilian in pokemon Diamond and Pearl?

It halfs the damage of super effective normal attacks right? But normal attacks simply put are not super effective to any thing. Unless you use like transform with ditto or copy cat or assist can copy a move that would be super effective. Or do they then become that type when are attacking? And even if they did not that would be plain stupid to give your pokemon that berry on that off chance.
