true or false question. plz explain.
1. neon and oxide ion have similar chemical properties.
2. an atom and its ion have different chemical and physical properties.

but don't neon and oxide ion have the same number of electrons at the outermost shell?

1 is false.
Neon is noble gas. It is very inert and there is no known reaction of neon.
Oxide ion can only exist in ionic compounds. There are a number of known reactions of oxide ion (e.g. oxidation to form oxygen gas, reaction with dilute acid, etc.)
Therefore, neon and oxide ion do not have similar chemical properties.

2 is true.
An atom and its ion have different chemical and physical properties.
For example, chlorine and chloride ion have different chemical properties (e.g. Chlorine is a strong oxidizing agent but chloride ion is not) and different physical properties (e.g Chlorine is yellowish green but chloride ion is colourless).
