I'm not entirely sure.
Just make sure you set out your essay with an argument for, an argument against, then a conclusion.

I guess you could say they should be allowed due to the fact that we have the right to free speech (thats one of our human rights) but on the other hand they shouldn't be allowed to exist because they could lead ton conflict between countries and they should take other peoples views into consideration.
