no. according to ofta (office of telecommunications authority), numbers beginning with 1872(1-3, 8, 9), eg. 18729xx, 18721xx, 18723xx, are "phone-in" numbers assigned to pccwhktc (pccw hong kong telephone company). phone calls to these numbers are charged in the normal way.
