In UK, as local slang you can say " Big headed" to refer a person as being arrogant

Bluffing- means blowing up "something" much bigger than what you really have

Example: In a game of "showhand" or "Poker"

It has nothing to do with arrogance

In English, I think "bluffing" is the right word.
