Who is Faster: The Flash or Superman?

There is an old comic that dealt with that issue. Flash and Superman ran for charity. And the flash beat Superman. Moreover, when the Flash wants to he can run at light speed. 180,000 miles per second. Something Superman cannot do.

By comic standards, flash because he always wins, however i dont see a point in this question , they are both fictional characters, either writer can say "my superhero can run faster than your superhero" although they would have nothing to back this up ..
