Maldives is a country consists of many small islands. The airport is on 1 island and the capital city is on another island close to the airport. You will have to take a boat to everywhere. The capital city (Male) does not worth seeing. Even 1 minute you spent there is a waste of time, and it's really dangerous too. Last time we went in a group of 4 and it was very obvious that everyone on the island just kept looking at us. Then a man came up with a tour guide liscense told us that he had to take us around otherwise it would be very dangerous. So we did, but it was really a waste of time. There is nothing to see in that poor town.
Bascially each hotel would occupy the entire island it is built on. Usually you will be picked up from the airport by the staffs of the hotel you have booked. If you want to visit another island, you will have to apply (tell the staff of your hotel and they will try to call another island), then you will have to wait for the respond. The cost of the transfer will be expensive too (US 40?). Each person arriving on an occupied island needs to show his/her passport. Any one wants to leave the hotel needs to be registered. So, I believe it is quite safe as long as you don't go out in the middle of the night alone.
If you are going alone, I would recommend you to go to the island with lots of activities (like Sun Island). But I believe it would be more fun if you go in a tour as you will meet more friends.
