What does "hoon driving" mean?
or "hoon drivers"?

Second question, what does "public servant" mean?
Does it mean everyone who works for the government?

3rd: the controversy was "a storm in a D-cup".
I am not sure what that means.

Hoon driving, is the dangerous behavior of motorists involving speeding, burnouts, doughnuts, and screeching brakes.

A public servant is anyone who works in the government.

I think the saying is "a storm in a Tea cup" it refers to when a person makes a big deal out of a small issue.
