Try excel viewer from Microsoft. It is free but you can only view the document.http://www.microsoft.com/downloads/details.aspx?FamilyID=c8378bf4-996c-4569-b547-75edbd03aaf0&displaylang=EN
You can also try open office. It will allow you to view and change. It is free. However, it may change a document to a different format than Excel. Also, if the Excel document has complicated VBA, graph or macro, it may not work.
