When a glossy paper picture is put in the picture frame, after some time the picture will bond onto the glass and becomes unremovable.
Is there any method to prevent this?

That is why matting is used in framing. The thickness of the matting sets off the art or picture nicely with it's thin edge line but, more importantly, that thickness raises the glass off of the piece.
