Beware that you are not legally entitled to cut your tenant's water and gas supply!!! Do not do it otherwise you would have committed an offence.
Also remember not to change the lock. Otherwise you would have committed criminal damage.
There are a number of things you can do:
Distress~You can apply to the court for a warrant of distress. Movable property in the flat can be seized by the bailiff and those movable property can be auctioned to make up for the unpaid rent.
A more direct way is to forfeit the lease. You can get the Form CR 109 and post it outside the property for 3 days. But this can take a long time before you get possession of your property back.
A good alternative is to ask 收數佬 to ask the tenant to pay rent.
