Gamma and X rays are electromagnetic waves in nature. Unlike alha and beta which are charged particles and would cause ionization in air, gamma and V rays do not cause much ionization in air.
In a cloud chamber, visible tracks are formed because the ionizing particles (such as alpha and beta) cause air inside the chamber to ionize, thus the ionized air molecules provide nuclei of condensation for the supersaturated vapour to condense. Since gamma and X rays do not cause much ionization, they are not easily detected by a vloud chamber.
