couples : 夫婦
their case was not covered by any legislation : 他們的案例不在法規範圍內
==> 許多夫妻因為離婚的原因不符法律規定, 想離婚卻無法離!

but could not have one : 但是沒有一對(夫妻離婚成功的), 也就是想離婚卻無法離!
英文與中文一般, 須從前後文去了解字句的意義. ^_^

"want" 在此句是作及物動詞, 所以後面的"divorce" 是名詞作受詞用, 不應是當主詞使用(主詞是"many couples")....Thanks.
