The ionization of propanoic acid:
CH3CH2COOH(aq) + H2O(l) ≒ CH3CH2COO-(aq) + H3O+(aq)

The hydrogen chloride gas dissolved in the solution is completely ionized to give H3O+(aq). The sodium propanoate dissolved in the solution is completely dissociated to give CH3CH2COO-(aq).

In the presence of H3O+(aq) or CH3CH2COO-(aq), the equilibrium position of the above reaction shifts to the left. More molecular CH3CH2COOH(aq) is formed. Therefore, the degree of ionization of propanoic acid decreases.
