這兩句話都不通。如果乘量(高承載)管制需要一部小轎車至少要坐三人的話（含司機），那這也算是滿載 car pool 之意思及意義。所以主題應可翻譯為：
"包括駕駛員, 每部車都一定要坐三個人"
The applicable car pool policy here is that a vehicle must at least be loaded with 3 persons including the driver in a car.
註： vehicle 也可使用 sedan (小轎車)--台語音：四輪

第二句較通順 不過改一下好一點 如

"need"比較有一點是"需求"的意思 在這不太恰當
