熱帶氣旋的形成過程尚未能完全明白，但下列幾個條件是必需的。
其一為廣闊溫暖的海洋，表面海水溫度高於 2 6℃，既提供大量水汽，復使空氣急速上升。水汽在高空凝結，釋放大量潛熱，為氣旋的動力來源。
其二是低空大規模的氣流相遇及竄動、以至下雨，提供更多的水氣和潛熱。
其三為上升氣流可以在高空擴散，讓低空氣流不斷上升。
