It's a particular turn of phrase, neologism, or thematic sentence that a speaker frequently uses for its high oratorical value. It's different from a catch phrase in that a catch phrase is designed, most likely by a writer, rather than composed by the speaker. For example, "D'oh!" is Homer Simpson's catch phrase, but "If the glove doesn't fit, you must acquit" became a Johnnie Cochran pet phrase during the O.J. trial.

A pet phrase is a phrase you use all the time, and it varies from person to person. Your particular pet phrase might be a discourse device, but it's only a pet phrase for you. So make sure you understand the difference before using this term. If I always say "OK, so", then that's my pet phrase, but if someone else only uses it occasionally, it's not a pet phrase for them.
