ALGEBRA HELP...how do you explain this problem?

This problem seems so simple but i dont know where to start. -7M= -28....ok so m=4 right? idk

Of course.
28 is divisible by 7 4 times meaning that seven lots iof something to equal 28 has to be four. The use of the negative numbers is only there to confuse you

so you're solving for M, right?
in order to do that, you must remove the numerical coefficient "7", by dividing it by itself to regain an answer of "1".
and when you divide M by 7, you will also divide 28 by 7, because the rule is, what you do to one side, you must do to other.
and then multiply both sides by negative one, to have "M" as positive.
Steps:
-7M=-28
-7M/7=-28/7
-M=-4
-1(-M=-4)
