Hi, after getting the US citizenship, then u can file ur wife at once, probably only take 1-1.5 yrs for her greencard.
if she doesn't have US tourist visa, she needs to wait for the immigration visa in HK, around 8-10 months depending how many ppls. once she gets the immigration visa, she can use it to enter USA. when u enter in USA at airport, US officer will give her some document to sign, it's for her US greencard. then she will get her US greencard within 1 yr.
if she has US tourist visa, u can file her after getting married and after getting your US citizenship, use Form I-130 to apply US greencard. at the same time, u also need to file Form I-485 to change her status. Then she can wait for her US greencard in USA. it takes around 1-1.5 yr.

now the nationlization proccess is getting speed up. if you pass the exam. then and you can file 1-130 and i-485 together. she will be in US as early as 6 -9 months.

if he is citizen, his wife will receive her green card by mail after she enter US. it may be few weeks to few months, 1 year is very unusual----- most means it was lost in mailing.

the last news i read is Obama stopped the work visa to speed up the family visa cases. for citizen's spouse and children, time limite is within 1 year.
