"is elected" and "was found" are the verbs. Both contain a main verb and a helping verb. The main verb in "is elected" is "elected" and the helping verb is "is". The main verb in "was found" is "found" and the helping verb is "was". Neither contains a linking verb. "Is" and "was" COULD be linking verbs if there were no other verbs in the sentence. For example, if you said, "She is here" then "is" would be a linking verb, in that sentence. Or, if you said, "The movie was good" then "was" would be a linking verb in that sentence.
