Yes, there is no airport departure tax for New Chitose Airport and other domestic airports in Hokkaido.

日本只有下列國際機場收取機場税:

成田、羽田空港使用費 2,040日元
中部機場使用費 2,500日元
關西國際機場使用費 2,650日元
福岡機場使用費 945日元

日本的機場主要是靠向航空公司收取昂貴的Landing Fee以賺取收入。

北海道的機場包括: 新千歳空港、旭川空港、稚内空港、釧路空港（たんちょう釧路空港）、帯広空港（とかち帯広空港）、函館空港

在日本只有四個一级國際機場（4条で法定されている空港）及福岡空港收PSFC (Passenger Service and Facilities Charge) 。

Forgot to say. The above PSFC are for international flights only. In Japan, 3 airports collect PSFC for domestic flights, namely Haneda, Kansai and Kita-Kyushu.
