Is this being racist?

I had a neighbor that came up to my apartment one day from down stairs to complain about the footsteps. I'm not really sure who makes the footsteps, all I know is that she did complained to my mom before since my mom sometimes wears shoes in the house (which I guess she doesn't anymore) This woman seems to get bad headaches from noises, she was saying how when she watches TV she hears footsteps. Basically she invited herself in when I was trying to see if my mom was home. So she started talking to me about her problems and how it was me who makes those step because she knows it wasn't my mom this time. She also claims that it's the time when I get home from school like every other kids outside when she hears the noises. I was really for a loss of words there because I go to college and always comes home late, but I guess she can assume whatever. But then she said something that sounded really racist though she thinks it's justified. She said that all chinese people walk with a strong stump(and she imitated a stumping elephant) I think she probably confused the stereotype that all chinese people talk loud lol. I said that's kind of racist, but then she tries to justify herself by saying how she had a chinese husband and has some Asian blood in her. (So you can't be racist towards your own race?) So I think she wanted us to install carpet in our living room, I told my dad but he thinks it's unreasonable. I'm usually a pretty emotional person, so I felt like she was personally placing all the blame on me, maybe I'm just over-reacting.
