Why the boobs in Hong Kong seem to be smaller?

I'm under the impression that Cantonese women (including HK women) have less fat on their bodies than northern women. Their ancestors (fishermen, farmers in warm weather, etc.) didn't need as much fat as the northerners (god it's cold out here, off to fight the mongols, etc.).

Because they eat lots of rice... they are healthier.

Typically Asian women have smaller breasts than Western women.

It's all genetics. Mongoloids have generally smaller boobs.

Same reason why people in asian countries are smaller (shorter, more petite, etc.) than people in western countries. It's in their genes.

The same reason they are bigger in your place.

Maybe you're looking at the men instead of the women.

They are bigger in Hong Kong than CHINA. HK is way more western. They eat way more junk food. Fat food. The women are definitely bigger. But over all they are smaller in HK just because Chinese women are small.
