I'm in America, but I was just wondering why I can't buy anything?

It says basically you have to live somewhere in Japan to buy things...

Is there a particular reason they do that?

Now from here let's pretend you want to buy a copy of Burrn look at this link

You can buy books, CDs, DVDs and videos from amazon.co.jp, and have them shipped to the U.S.
Most other products can only be shipped to addresses in Japan due to "warranty issues and manufacturer restrictions."

I think that if you are buying of a marketplace seller on amazon they don't all ship outside of Japan.

Amazon is like that, they have designated sites for different countries. Amazon.co.jp only sells/ships to Japan. Amazon.ca only sells/ships to Canada, etc.

Shipping costs are very high is one reason.
