Basically, only your own record will be counted unless your application is related to posts in the discplinary forces, Police, ICAC, Fire Services Department, Customs and Excise Department. I guess one of the reasons is that their work might involve HK Ordinances to prosecute people who offend. Therefore, the civil servants involved have to have good dignity and no relations with any triad members.
Family members' criminal records are difficult to be counted. One of the major reasons is that for checking the criminal record in the Police (Police is responsible for keeping all citizens' criminal record, be it clear or not), it is a MUST to have the consent of the person concerned. In other words, even when you give written consent to them for criminal record check, it is restricted to your own record. You CAN'T represent your family members to show consent for allowing others to check THEIR records.
This is particularly true when you are applying for some non-disciplinary force jobs.
