There is only a 2-episode anime ova for Tokyo Babylon so if you are looking for a full length anime series, there isn't one. However you can watch the OVA on

EDIT: Sorry, the Veoh one is broken so watch it on megavideo one. However Megavideo has limit of 74 minutes in one go then you have to rest 54 minutes before you can watch megavideo again. Good thing is you can just click ahead instead of waiting out the streaming to the part where you left off.
