Whenever the moon and stars are set,
Whenever the wind is high,

A man goes riding by.

The following is my personal opinon, hope I can help you ^^This poem illustrates the scene where a man riding at night.
Some words appear in the poem more often than the others. "Whenever" is used three times, hence this man rides everytime these happen. This effectively reminds reader when he sees such settings - this can create a horrorific sequela.
Another frequent word is "gallop", which is used five times. This word is used as repetition for the affect of sound imagery. The prononciation of the word "gallop" is similar to the sound produced by a riding horse, and this relates to the illustration of the man riding a horse. It is also used as a parallelism technique to emphasize the ongoing riding.
Personification is also used to describe the way the wind blows through the trees and the sea.
