For the second question, simple past tense is something that happened in the past at a
particular moment. Past continuous tense is something that happened in the past for a
period of time.
Example of past tense : I finished my work at 9 p.m. last night.
Example of past continuous tense : I was having my tutorial lesson when you called me.
(The action of calling was at a particular time, while you were having the lessons for that
period of time)

Back to the first question.
For While, it is linked to something happened / happens for a period of time, so it must be
followed by present, past, or future continuous tenses.
For When, it is linked to something happened / happens at a specific time, so it must be
followed by simple present, past, or future tenses.
