1)avoid a decrease of supply of poultry
hence prevent an increase in price of poultry

2)some people love eating poultry (e.g. chicken)
hence avoid unnecessary negative views from the public

should not:

1)health problems (as you have mentioned)

2)prevent citizens' fright

3)avoid illegal import of poultry
since illegal businessmen (e.g. from mainland China) may
smuggle non-qualified poultry to other cities
( again~may lead to influences among health)
