應該是 To whom it may concern 吧 ? 002 & 003 這點都有瑕疵

To whom is may concern, (不是may be concern...)
或者 Dear Sir/Madame <--- 一般都用這個

最後建議先去看清楚退房是不是有條件的退款... 一般如果國外的在幾天之前退會只有70%的退款金額並不是全額。當然如果你已經付了訂金。
