At room temperature, pure fluorine is a pale yellow gas.

There is no solution of fluorine, because fluorine reacts with water to give hydrofluoric acid and oxygen gas.
2F2(g) + 2H2O(l) → 4HF(aq) + O2(g)

It is hardly to obtain solution of fluorine in organic solvent. This is because fluorine reacts with most organic solvents. For example, fluorine would "burn" the organic solvents containing C-H bonds.
