Resize in ACDSee
1) In ACDSee, Double click on a photo to view it
2) Modify > Resize

Email image as attachment (this works only if you're using Outlook)
1) After you've done the reszie, double click on the photo and then you'll go to browser view
2) Right click on that photo > Send > Email Image...
