President George H.W Bush wanted to send troops to Middle East, he said he had the power to do it, without the congress' permission.(use of force)

While, Bill Clinton said he was prepared to send troops into Haiti, he bargained hard to not invade, eventually Americans entered without use of force.

Why the seeming double talk by both presidents?

這段文章應該是要突顯兩任美國總統(布希與柯林頓)的不同作法吧!
從第一段中就可以看出布希的強硬態度;即使沒有徵得國會的同意,布希認為他仍就有權派遣美軍前往中東。相較之下,柯林頓的處事風格就顯得沈著溫和。在派兵前往海地的議題上,柯林頓在協商時,處處避免有冒犯的行為發生。最後,在沒有動用武力的情況下,美軍仍然可以進入發生內戰的海地。
