i'm Chinese, too!
first, you gotta be around english-speaking people, so that you hear english everyday and learn from them and also speak them. then, you still have to take a course somewhere or if you have a dictionary that could help you. . . . i've been in the US for 1 year and 3 months and i could speak fluent english, for all my hard work. . . . .
you can join a club somewhere that got enlish-speaking people or got english-learning course . . . .and, most importantly, you can't be lazy learning a language . . .
download some english dialogue and listening to them everyday . . . . find some websites to learn english online, it's best if they have Chinese translations or something.

If you're Chinese, then you'll probably know that one of the best ways to learn proper Chinese pronunciation is to listen to Chinese News. Same thing with learning English. If you want to learn the proper pronunciation of English words, the best way is to listen to the news. Try to turn on the English subtitles, too, so you can follow along. I also find documentaries by National Geographic, BBC, etc. good, too.

To improve your writing skills, you'll need to read more: newspaper, magazines, etc.

Then, like most other people have suggested, you have to practice it all the time.

English is not just a language whereby you write well or use the language well. The language itself, is extremely beautiful. It's melodious, if you were to really listen to it. To be able to speak well, you must first be able to pronounce the words. By watching English movies (by that I mean British), you wl be able to see how the characters mouth the words. This is crucial. If you were to say something with a stiff face and stiff mouth/jaw, you wl realize the words comes out rather bland... 1 tone. But if you add a certain movement to your face and mouth/jaw, it's very rhythmical. Read the dictionary. Not only it tells you the meanings, but also the way the words shld be pronounced. Good luck!

- Read more articles such news and magazines.

- Interact more with English-speaking people. You can chat online or chat in social gatherings. You can even get yourself a online e-pal.

- Watch more English language TV programmes and movies.

- Try to actively learn and expand your English vocabulary by constantly trying to translate what you say in Chinese and try to keep talking in English even to English-speaking Chinese friends.
