For wishes on the New year eve, you can use 除夕愉快 (Chu2 Xi1 Yu2 Kuai4) like other wishes such as 生活愉快 (Sheng1 Huo2 Yu2 Kuai4) wishing others to live happily or 旅途愉快 (Lü3 Tu2 Yu2 Kuai4) Bon voyage。

For "Happy New Year", you can say 新年快乐 Xin1 Nian2 Kuai4 Le4.
