Depending on how you look at it, if you are asking the quesion as a purely educational question. Things to consider e.g.

1. How much did we the public expected him to gain/ lose? How far away is he diferent from our expectation?

2. If it were someone else in Hk doing the task, would he /she ends up giving a better/ worst results?

3. Comparing with the results of other country, how does HK perform?

Basically, this is the same as what you would ask about whether a losing company should pay out bonus to the CEO. Of cos a 'clever' CEO may voluntarily give up bonus to win peoples' support, but sometimes CEO may be employed to minimise lost of a company, or other objectives that may create short term lost. This may not mean the CEo has failed to perform what he has promised the board of directors or fail to qualify for bonuses.

But at the end of the day , of cos, we would all ask - does the above scenario apply to our dear 任志剛?
