can i apply for permanent resident card?

i came to uk 6yrs ago. i am a chinese. my husband is an EU member.
i got visa to stay in this country depended on him.
unfortunately, we separated 3yrs ago. since then i never seen him and i also don't know where is he. i am living with my 3 young daughters. two of them were born in this country. i am applying permanent resident cards for me and my 3kids. but i have been waiting for 2yrs. still not hear anything from home office. is anybody has any idea about the immigration issue. are we allow to apply for permanent resident cards? how long will it take?

You can certainly apply - it is upto the Home office whether or not you get it or not.
