what one is better, safer, cheapest. i know they are NOT CHEAP but what one would be better.

i'm planning on teaching english in russia for a year or 2.

I am from Saint Petersburg, Russia and have been to Moscow many times.
Moscow is the most expensive city in the world for the third year in a row. While it is easy to spend a lot of money in Moscow, it is as easy to live on a budget, especially if you do not mind public transportation, such as subway. It will take you anywhere in the city quickly and for cheap. So you can rent your place outside of city center and save money. Restaurants are expensive, but if you buy snacks and go to grocery stores like regular Russians do, you'll save a lot. Prices are higher in Moscow, but salaries are higher as well and your choice for jobs is, in general, bigger.
Having said that, do consider going to Saint Petersburg. It is the cultural capital of Russia and also has many colleges and Universities, where English is in high demand. For example, Saint Petersburg State University or Herzen University. Living in Saint Petersburg is cheaper than in Moscow: rent, groceries, public transportation are all cheaper. It is smaller than Moscow. Moscow has about 9 million, Saint Petersburg around 4-5 million. Both are relatively safe, like any other big cities in Europe and in US. Look at the jobs you like and decide based on the job.

i was born and raised in St. Petersburg, it's the most beautiful city in Russian, also a lot cheaper than Moscow, for one, Moscow is the capital, so it's more expensive. also St. Petersburg is safer too, and people are a lot nicer.

Both are great cities, relatively safe for their size but expensive. Your bigger problem is how to stay there for extended periods. The current visa rules limit a foreigner working in Russia to 180 days out of the year and no more than 90 days at one time. A multiple entry business visa allows nationals of all countries to stay in Russia up to 90 days out of the period of 180 days however a multiple entry visa is only available for people who have been issued a Russian visa before. In other words, you can come for 90 days, then must leave for 90 days, then come again for 90 days, then leave again for 90 days, etc.

Also consider that St Petersburg and Moscow are the two cities where you'd run into the most English speakers and classes readily available, therefore the value of what you offer quite low whereas another of Russia's beautiful cites (and there are many) might be more beneficial for financial stability. Well, I'm living and teaching in Moscow right now, and I would say that St. Petersburg is cheaper and safer (although both are safe enough). However, 90% of the teaching jobs are here in Moscow.
