I am from Saint Petersburg, Russia and have been to Moscow many times.
Moscow is the most expensive city in the world for the third year in a row. While it is easy to spend a lot of money in Moscow, it is as easy to live on a budget, especially if you do not mind public transportation, such as subway. It will take you anywhere in the city quickly and for cheap. So you can rent your place outside of city center and save money. Restaurants are expensive, but if you buy snacks and go to grocery stores like regular Russians do, you'll save a lot. Prices are higher in Moscow, but salaries are higher as well and your choice for jobs is, in general, bigger.
Having said that, do consider going to Saint Petersburg. It is the cultural capital of Russia and also has many colleges and Universities, where English is in high demand. For example, Saint Petersburg State University or Herzen University. Living in Saint Petersburg is cheaper than in Moscow: rent, groceries, public transportation are all cheaper. It is smaller than Moscow. Moscow has about 9 million, Saint Petersburg around 4-5 million. Both are relatively safe, like any other big cities in Europe and in US. Look at the jobs you like and decide based on the job.
