Well, the burning time depends on the hardware in the physical box, i.e. how fast (like 20x) the DVD burner is. But I think the best free DVD/CD burner software is CDBurnerXP. It says XP, but it works in both Windows XP and Vista. It's totally free, which means it doesn't have purposeful limitations in how long you can use it or how many features you can use. And I'm pretty sure it doesn't advertise anything to you.
