Okay a pen at school costs 35 cents but the school wants to make 10% of that so what is it? Thanks!!

In order for the school to make a 10% profit from the pen (which is what I'm assuming you're asking; to answer your direct question, 10% of 35 cents is 3.5 cents), the pen must be sold for 38.5 cents. But since half-cents are not allowed, it should be sold for 39 cents, or $0.39.
How it was calculated: Multiply the original price by 1.10, because a 10% profit is desired. If a 55% profit were desired, we would multiply it be 1.55, and if a 47% profit, by 1.47.
We don't deal with fractional cents, so we round up.
