When you see the word "x% off", means that you need to ''100% - x%''..For example : 15% off --> 85%( In Chinese, we called that "八五折" )..
So, in the question..
10% off = 90%
You need to use the number times this percentage.
$1900 x 90% = $1710

=$1900*0.9
=$1710
=$1900*0.9
=$1710
