is highly ( depends) <---------WRONG!
is ( auxiliary verb) depends( verb+s) <------------a grammatical mistake here!
" is" doesn't go with " ( depends)
A company's success ( the success of a company)
highly/mainly ( adverb) depends( main verb) ( verb+s) on
the decisions a company makes.
a company <-- singular
makes<--------------------make+s

Note: " depend" is a verb in all sentences.

THIS IS WRONG ENGLISH!!!!!!!!!

If I were you, I would say:
The success of a company mainly depends on how the managing director makes decisions. (or the board of directors make decisions)
文法錯 + 中文英文 !

The success of a company is highly depends on the decision made.
It has nothing wrong with grammar but the wordings:
The success of a company is mainly depends on the decisions made.
