What program photo/image editing program does this?

I am not talking about making it icon like, but which program edits the pictures like these (as in the colouring, texture and overall effects - some photos are originally in black and white, btw):

I can't use programs from adobe, so are there any other programs that I can download either free or a free trial that can edit and create effects like those?

(I already have: Photofilter, Paint.NET and PhotoLine).

I repeat: I CAN'T USE PROGRAMS FROM ADOBE!

Those examples are demonstrating layering. They were drawn as individual artwork and then montaged with fades. If I was replicating the examples, my first choice would be Xara Xtreme. Xara is a combo program that allows pen lines that you can edit that will turn into the pictures you want as you edit.
