First, we have to know how the matter can conduct electricity. Free movement of charged particles, which could be electron and ions, produces electric current.

Ionic compound can only conduct electricity when it is in liquid form or when it is dissolved in water. The ions can move freely within the liquid or solution. In a solid ionic compound, all the ions are packed tightly in a crystal structure so very limited movement (vibration) is allowed so solid ionic compound cannot conduct electricity.

Ionic compounds only conduct electricity in molten state, since when they are in molten or aqueous state, the ions are mobile and can move freely. However, if they are in solid state, the ions are not mobile and are held in a position, so they cannot move freely and thus cannot conduct electricity.

Ionic bond is bonding metal element with a non-metal element. The metallic bond is the bonding with metals. Both involving the transfer of electrons, once electrons can move arround that means conducting current. So ionic cpds can conduct current too.
